UGC National Eligibility Test (NET) for Junior Research Fellowship and Eligibility for Lectureship – December, 2008

The University Grants Commission announces holding of the National Eligibility Test (NET) on 28th December, 2008 (Sunday) for determining the eligibility of Indian nationals for the Award of Junior Research Fellowships (JRF) and eligibility for Lectureship in Indian universities and colleges. UGC will conduct NET in 77 (seventy seven) subjects (listed under item no. 9) at 66 (sixty six) selected University Centres (listed under Item no. 10) spread across the country.

The candidates who qualify for the award of Junior Research Fellowship are eligible to pursue research in the subject of their post-graduation or in a related subject and are also eligible for Lectureship. The universities, institutions, IITs and other national organizations may select the JRF awardees for whole time research work in accordance with the procedure prescribed by them. The award of JRF will depend on the performance of the candidate in NET. However, the candidates qualifying exclusively for Lectureship will not be considered for award of JRF.

Candidates appearing in NET should clearly specify in the prescribed Application Form whether they are applying for both JRF & eligibility for Lectureship OR only for eligibility for Lectureship. Candidates who qualify the Test for eligibility for Lectureship will be governed by the rules and regulations for recruitment of Lecturers of the concerned universities/colleges/state governments, as the case may be.

Scheduled Caste (SC)/Scheduled Tribe (ST)/Visually Handicapped (VH)/Physically Handicapped (PH) candidates will be given such special concessions as may be decided by the Commission.

Eligibility

i) Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from Universities/Institutions recognised by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this Test. The Scheduled Caste (SC)/Scheduled Tribe (ST)/Physically Handicapped (PH)/Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree examination are eligible for this Test.

ii) Candidates who have appeared OR will be appearing at the qualifying Master’s degree (final year) examination and whose result is still awaited OR candidates whose qualifying examinations have been delayed may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for award of JRF/Lectureship eligibility only after they have passed their Master’s degree examination or equivalent with at least 55% marks (50% in case of SC/ST/PH/VH category candidates). Such candidates must complete their P.G. degree examination within two years from the date of NET result with required percentage of marks, failing which they shall be treated as disqualified.

iii) The Ph.D. degree holders whose Master’s level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e., from 55% to 50%) for appearing in NET.

iv) Candidates are advised to appear in the subject of their post-graduation only. The candidates whose post-graduation subject is not covered in the list of subjects in item No. 9, may appear in a related subject.

v) Candidates seeking concession in fee are required to submit attested copy of their OBC/SC/ST/PH/VH certificate along with their Application Forms. Other candidates are not required to submit any certificates/documents in support of their eligibility along with the Application Form. Therefore, the candidates, in their own interest, must satisfy themselves about their eligibility for the Test. In the event of any ineligibility being detected by the Commission, their candidature will be cancelled and they shall be liable for legal action.

AGE LIMIT & RELAXATION :

i) Junior Research Fellowship : Not more than 28 years as on 01.12.2008. A relaxation upto 5 years is provided to the candidates belonging to SC/ST/OBC/PH/VH categories and to women applicants. Relaxation will also be provided to the candidates having research experience, limited to the period spent on research in the relevant/related subject of post-graduation degree, subject to a maximum of 5 years, on production of a certificate from appropriate authority. Three years’ relaxation in age will be permissible to the candidates possessing L.L.M. Degree. Total age relaxation on the above ground(s) shall not exceed five years under any circumstances.

ii) Lectureship : No upper age limit.

EXEMPTION (ELIGIBILITY FOR LECTURESHIP) :


i) For M. Phil/ Ph.D candidates: The candidates having Ph.D. Degree in the concerned subject are exempted from NET for Under Graduate and Post Graduate level teaching. The candidates having M. Phil Degree in the concerned subject are exempted from NET for Under Graduate level teaching only. The candidates who have passed the UGC/CSIR JRF examination prior to 1989 are also exempted from appearing in NET.

ii) For SET Candidates: The candidates who have cleared the State Eligibility Test (SET) accredited by UGC for eligibility for Lectureship held prior to 1st June 2002, are exempted from appearing in NET, being eligible to apply for Lectureship anywhere in India. For SET held from 1st June 2002 onwards, the qualified candidates are eligible to apply for the post of lecturer only in the universities/ colleges belonging to the state from where they have cleared their SET. All SET qualified candidates are also eligible to appear in NET, if they so desire.

Application Form

i) Candidate seeking admission to the Test must apply in the prescribed Application Form in DUPLICATE as given in the Notification. Application Form may be neatly typed or photocopied on white paper (A-4 size) on one side of the paper only. The application not in the prescribed format will be rejected. Request for Application Form from UGC will not be entertained.

ii) The Candidate should fill the Application Form legibly and carefully in their own handwriting with ballpoint pen. two copies of the application form alongwith admission card, attendance slip and demand draft should be sent to the registrar of the university from where the candidate has opted to appear for the test. applications addressed to UGC office will not be
entertained.



The envelope containing the Application Form should be superscribed “UGC NATIONAL ELIGIBILITY TEST FOR JUNIOR RESEARCH FELLOWSHIP AND ELIGIBILITY FOR LECTURESHIP, DECEMBER, 2008”

iii) The candidates must affix their recent passport size photographs from the same negative at the places indicated in the Application Form and must sign across the photograph after it is affixed so that a part of the signature spreads over the Application Form beyond the photograph. Besides, it should be duly attested by the Head of the University Department/Principal of the College/Class-I Gazetted Officer.

Candidates who have appeared and are awaiting their result or shall be
appearing in the final year of Master’s degree examination should fill up the Attestation Form given at the bottom of the Application Form and get it attested by the Head of the Institution. They should also mention the University Name to which the College/Institute is affiliated.

EXAMINATION FEE AND MODE OF PAYMENT :


For General candidates, the examination fee is Rs.450/-; for Other Backward Classes (OBC), the fee is Rs. 225/- and for SC/ST/PH/VH candidates, it is Rs. 110/-. The fee should be paid in the form of a single crossed demand draft from any Government of India Bank/Scheduled Government Bank payable at their Service Branch, New Delhi/Delhi only with six months’ validity drawn in favour of the Secretary, U.G.C., New Delhi. Fee once paid, will not be refunded under any circumstances.

Last date for receipt of duly completed Application Forms at the respective Test Centres is 07-11-2008. Candidates should submit their Application Forms only to the Registrar of the University from where they wish to appear in the Test as indicated in item “Test Centers” below. The application must be strictly as per the prescribed format. APPLICATION SENT DIRECTLY TO THE UGC OFFICE WILL NOT BE ENTERTAINED.

Test & Scheme

(i) The Test will consist of three papers. All the three papers will be held on 28th December, 2008 in two separate sessions as under :

Duration: 2½ Hours (01.30 P.M. to 04.00 P.M.)

Paper-I shall be of general nature, intended to assess the teaching/research aptitude of the candidate. It will primarily be designed to test reasoning ability, comprehension, divergent thinking and general awareness of the candidate.

Paper-II shall consist of short questions based on the subject selected by the candidate. Each of these papers will consist of a Test Booklet containing 50 objective type questions. The candidate will have to mark the response for each question on the Optical Mark Reader (OMR) sheet provided along with the Test Booklet. The detailed instructions for filling up the OMR Sheet will be sent to the candidate along with the Admit Card.

Paper-III will consist of only descriptive questions from the subject selected by the candidate. The candidate will be required to attempt questions in the space provided in the Test Booklet. The format of Paper-III has been revised w.e.f. June,2005 UGC-NET and is available on the UGC website www.ugc.ac.in.

Paper-III will be evaluated only for those candidates who are able to secure the minimum qualifying marks in Paper-I and Paper-II, as per the table given in the following:

CATEGORY: GENERAL/OBC
Minimum Qualifying Marks: Paper - I: 40 ; Paper - II: 40 ; Paper - I + Paper - II: 100 (50%)

CATEGORY: PH/VH
Minimum Qualifying Marks: Paper - I: 35; Paper - II: 35; Paper - I + Paper - II: 90(50%)

CATEGORY: SC/ST
Minimum Qualifying Marks: Paper - I: 35; Paper - II: 35; Paper - I + Paper - II: 80 (40%)

ii) For Visually and Physically Handicapped candidates, thirty minutes’ extra time shall be provided separately for paper-I and Paper-II. For paper-III, forty five minutes’ extra time shall be provided. Visually Handicapped Candidates will also be provided the services of a scribe who would be a graduate in a subject other than that of the candidate. Physically Handicapped Candidates can also avail this facility on written request to the Centre Co-ordinators.

Eligibility: 1. For MBA (Part Time):

Every candidate seeking admission should have passed a bachelor’s degree examination of at least 3 years duration with a minimum of 45% marks in aggregate. Relaxation on this criterion may be made for those who scored more than 55% marks in aggregate in their post graduate degree or at least 60% in a Diploma in Personnel Management, Diploma in Management, Diploma in Sales and Marketing or Diploma in Administrative Management of the Delhi University conducted by the Faculty prior to the implementation of this particular scheme.

Candidates should have at least three years experience as an executive or an administrator in a commercial, industrial or government establishment after passing the Bachelor’s Degree Examination.

Three years Full-Time experience shall be determined as on 1st August , 2009.

2. MBA - Health Care Administration (Part Time):

Every candidate seeking admission to the course shall have passed a Bachelors’ Degree Examination in Medicine of the University of Delhi or an examination recognized as equivalent thereto.

He/She should have at least five years’ experience in Hospital Administration after acquiring the Bachelors’ Degree in Medicine.

Five years’ experience shall be determined as on 1st , 2009.

Candidate must be sponsored by his/her present employer.

Eligibility: The Programme is targeted at individuals with high potential for success in business and industry. Such individuals must have successfully completed a Bachelor’s degree or equivalent (under 10+2+3 system) with at least 50% aggregate marks or equivalent CGPA in any discipline from a University recognized by Association of Indian Universities / AICTE.

Candidates appearing in the final year of their bachelor's degree are also eligible, provided they complete all formalities of their examination before June 30, 2009. Such candidates, on selection, will be allowed to join the programme provisionally only. The deadline for submission of mark sheet and the certificate is October 1 , 2009. Non-fulfillment of this condition will automatically result in cancellation of the provisional admission.

Selection Process : The criteria for final selection are based on scores in CAT, Group Discussion and Personal Interview. The evaluation for GD is based on English communication, team work, awareness, analysis & synthesis. The assessment for personal interview is based on subject knowledge and personality. Credit is also, given to the past academic achievements and work experience of the candidate. The admission offers are made on pure merit. The merit list is prepared for candidates who have qualified in the GD and Personal Interview, obtaining at least 40% marks. The rank of the student in the admission merit list is obtained by giving weights of 70%, 10% and 20% to the CAT, GD and Personal Interview scores respectively. Successful candidates will be informed of their final selection by speed post. The selected candidates must pay their first installment of fees within the stipulated time mentioned in the admission offer letter.

Eligibility: (1) Pass in 10+2 examination from a recognised Board/University (Please see the list in Annexure V) with Physics, Chemistry and Mathematics (PCM), with not less than 55% marks in PCM aggregate. OR

With Physics as an individual subject in any one of the years of B. Sc with not less than 50% marks in the final year of B.Sc. from a recognized University provided that the candidate must have passed 10+2 examination with Physics, Chemistry and Mathematics (PCM) from a recognized Board. OR

B. E./B. Tech. or its equivalent degree from I.I.T or from a college recognized by AICTE/ UGC/ DEC. AND

(2) Should have passed with not less than 50% marks in English as a separate subject, at either 10th or 12th standard or in the Degree programme conducted by a recognised Board/University.

Note 1: Those appearing in eligibility educational qualification examination are also eligible to apply provided they meet all the eligibility criteria and produce the certificates to that effect on or before 2nd February 2009.

Note 2: The candidates with three-year Diploma from a recognized polytechnic are also eligible for making application for the entrance test as the three-year polytechnic Diploma is equated with 10+2 examination and accordingly their PCM aggregate in the Diploma programme shall not be less than 55%.

Age Limit (As on 2nd February 2009)

For the session commencing in February 2009, the age of the candidate will be reckoned as on 2nd February 2009.

• Not more than 25 years. (i.e. a candidate should not be born earlier than 3rd February 1984.

The age limit is relaxable by 2 years in case of female candidates and 5 years for SC/ST candidates.

Thus, the age of a candidate seeking admission on the basis of PCM marks of 10+2 examination but having higher qualifications should not be of more than 25 years.

Physical and Medical Standards :


Medically fit as per the standards set by Merchant Shipping Medical Examination Rules, 2000, as amended from time to time. For details, the candidates are advised to visit the website of Directorate General of Shipping i.e. www.dgshipping.com.

Eye-sight :
6/6 in each eye without visual aids. Normal colour vision. Candidates will have to undergo a full eyesight test conducted by the Mercantile Marine Department (MMD) before being finally selected for the programme.

Date of Entrance Test : OPENNET: 30th November 2008 (Sunday)

Selection : Admission to this programme is offered on the basis of qualifying in a written test (Entrance Test – OPENNET) conducted by IGNOU. The Entrance Test is conducted twice a year. For each entry session a separate Entrance Test is conducted. The OPENNET shall have 180 objective type multiple choice questions distributed in six parts which are to be attempted in 3 hours duration. A candidate will be assessed in English, General Knowledge, Reasoning Aptitude, Mathematics, Physics, and Chemistry. The standard of this Entrance Test will generally be that of 10+2 level.
